Hello .....
looking someone whether it is possible to build a complete sound system of a street glide 2012 into a road glide custom 2012.......
parts of the catalog harley davidson they say no, the cables are not designed to......I am now seeking a way to install speakers in the baggs  and lower leg shilds
I hope you have an idea how this can be realized

These are the installation instructions for HD's Touring Custom audio kit that essentially replicates the audio package on the 2012 SESG:

It should give you some helpful information, including how the speaker housings in the vented lowers are installed and wired.  Although the service parts lists states the housings are not available for separate sale, they are in fact available for separate sale.  Some here, myself included, have purchased the speaker housings (a/k/a "speaker boxes") and installed them on their vented lowers equipped bikes.  There is also useful installation information regarding the saddlebag speaker lids/speakers.

Can't provide a step-by-step for your application, but the above should provide a decent amount of information for what you want to do.
