4 way flashers

New problem. With the bike running the 4 way flashers work as advertized. With the bike off the flashers work but my radio comes on along with the gauge's lighting up.

Some of the aftermarket load equalizers have caused similar issues.  Got anything added to the bike?

LED turn lights and set up to have the corner tour pack lights as turn signals.

Sounds like you have one of the Badlands modules?  Others may do the same thing though. 

Double check your instructions that came with it.  There might be an unused lead not part of the big plug that interconnects at the rear light plug.  If so you take power to the module there and it solves the problem.  If there is nothing else you can do with your module you've got either an incompatible module or a bad one.
