Breakout Rear Axle Adjustment?

I got my Cycle Visions vertical license plate, which fits on the rear axle.  Installing requires removal of the rear axle and replacing the spacer with the CV bracket.  When I removed the rear axle, I released the tension set screw on the left side only, installed the bracket (which was a bitch to get in, there is not much room in there), reinstalled the axle and reset the tension set screw.  I measured the axle from both sides to make sure they were the same.  The belt seems very tight but I did not check it before this project.  I have ordered a tech manual for this bike but it has not arrived.  I have three of questions to the guru's who know:

1. How tight should the drive belt be and what is the proper procedure to measure?

2. What would be the proper alignment procedure on this bike?

3. What should the rear axle be torqued at?

Good video.  I tried the 45 degree twist test and I can't twist it but about 20 degrees.  I'm wondering why since I didn't move the right side adjustment set screw at all?  Might be that my belt is not sitting down in the sprocket cogs entirely?  Or maybe the belt was set too tight from the factory?  Or maybe the rear tire is out of alignment and the left side is adjusted too far back, even though it measures square from the same point on the swingarm on each side.

The precise way to do it is with the HD Tensioning tool.  You apply 10lbs of pressure to a point midways between the front and rear sprocket and the belt guard slot has measurement indicators on it.  The belt should deflect from 5/16-3/8 of an inch if memory serves me.

I saw a video on the tensioner tool.  Called my dealer and they have one for I believe 35 bucks.

I'm no Guru, but I did receive my the Service Manuals already!

1. Look at the .pdf I attached. There are aftermarket gauges that have the 10lb spring setting for sale on Amazon an other sites.

2. See page 2-34 of the 2013 Softail Service Manual. The short version is:
  • Remove exhaust (if necessary).
  • Insert alignment plugs (Part No. HD-48856-A) into rear axle ends.
  • Fabricate an alignment tool with 20ins of aluminum welding rod.
  • Verify distance from rear fork pivot bolt to center of alignment plugs is equal (max difference is 0.03125in/0.79375mm).
  • Tighten axle nuts.

3. 95-105 ft-lbs / 129-142 Nm
